Tibet - The Chinese Nightmare

China received the independence declaration of Kosovo with reservation
and it did not recognize it. It feared repercussion of this independence
would affect its homeland. There are many ethnic populations in China
and ethnic Han is the majority.

Tibet is one of the provinces that pose threats for internal
instability. Most of these provinces are in the West and North of the
country. The Chinese prime minister refused to describe his country as a
rich country, because the development in the Eastern Region improved the
standard of living of only 300 millions of the 1500 millions
inhabitants. Still illiteracy, poverty, bad health services affect most
of the population in Middle, Northern and Western parts.

China achieved one of the highest rates of development in the world by
modernizing the Eastern Region first where Han ethnicity constitutes the
vast majority. The Chinese Parliament issued laws to allow the use of
force against Taiwan if official separation would be declared. For
internal provinces the regime has zero tolerance for any riots, chaos or
independence activism.

East Turkistan or Xing yang province was independent in the first half
of the twentieth century after the Sino-Japanese. Tibet was independent
before the eighteenth century but fell to the Chinese Empire until 1911.
The independence period that lasted from 1911 until Mao-Tse Tong annexed
the whole region in 1951 was due to the weakness of the government. He
gave both regions self-autonomy that was never applied. Tibet uprising
erupted in 1956 and China used maximum forces with ferocity. Dalai Lama
the spiritual Leader of Tibet fled the country with 100,000 of his
followers to India where he lived in Darmasala. He did not call for full
independence and he denounces the use of violence. He became Nobel Prize
laureate in 1989 and President Bush awarded him Congressional Golden
Medal, the top US civilian honor last October. He accuses the Chinese
government of what he calls cultural genocide. Now he is not controlling
the new generation, as there is a different view about full independence
is increasingly gaining ground among Tibetan youth.

The Chinese Authority thinks of Tibet as a part of the Chinese homeland
and considers Tibet as an administrative province. It encourages Hans to
immigrate to Tibet to change the ethnic structure of the region.
Tibetans dream of the Great Tibet. They want their state to be formed in
Tibet, Qinghai, about half of Sichuan and about 10% of Gansu.

Riots in Tibet that were suppressed by the Chinese Government open a new
page in the West-China confrontation. Last year, Bush received the
Leader of Chinese Moslems and expressed his sympathy towards them. In
fact, the Chinese high developing rate of more than ten percent in the
Eastern Part made it an economic rival for the US and the EU. One should
think about this success story if the Chinese could develop the rest of
the nation. A great part of both increase of fuel consumption and carbon
dioxide pollution are due to the increased Chinese and Indian oil imports.

At the same time, China tried to safeguard its energy security in Darfur
and it invested in Iran. For the US, it is necessary to stop the Chinese
development if it wanted to defend its Pax-Americana project. As it
cannot confront China, militarily as both have nuclear weapons then
stirring internal troubles is the best choice for the superpower.

The problem facing China is that Dalai Lama denounces violence so many
in the world will sympathize with him. The second problem is that any
minority in China is formed by millions among a quarter of world´s
population. What was normal in the fifties of the last century has
changed now. Therefore, the use of ferocity and atrocity against a
minority just creates more problems.

China accuses Dalai Lama of premeditating and organizing chaos. If one
put facts together many information will be known. First, when Chinese
Forces asked rioters to surrender of face prison, about 170 rioters
surrendered next day. This means that security men knew them and
contacted their families. This is a sign of heavy Chinese security
presence in the region that population fears most. On the other side,
Tibetan youth started a march from their hideouts in India to the
Tibetan borders, early this month before riots erupted to coincide with
the commencement of the Olympic Games. This means that something was
planed to ruin the event as the Chinese Authority proclaimed. When
unrest spread to three provinces that are three times size of France in
few days then China is facing a serious problem about the integrity of
its land. While the West sympathized with Tibetans, Russia called for
China to do its maximum effort to keep order in these provinces.

Ethnic separatists are present in nearly every country in Africa, Asia
and many European countries. The world should devise policies to give
these ethnic groups their rights without atrocities while keeping
political borders not to have many civil wars. However, there are many
questions should be addressed. Is the US spreading the theory of
creative chaos in wide geographical areas to stop development of many
countries? Will the Tibet be the Chinese answer to the USSR´s
Afghanistan? What will happen if China fell in civil wars in the Eastern
Region? Did Kosovo divide the world international powers into two groups
and this rift will be more prominent in the future? Or the US and Russia
may have a deal that allow them to confront China together especially
that Russia rethink the Western anti-missiles shield again and it
offered frank help for NATO in Afghanistan. China is a superpower but it
has to contact both Moscow and Washington to solve its internal Tibet
crisis peacefully. What price will it pay?
